€5 million innovation investment open to international talent
The Government of Andorra is advancing its national innovation and economic diversification strategy to position the country as one of the most attractive innovation and employment destinations in the Pyrenees region. This year, €5 million has been allocated to innovation, alongside the creation of the Office for Innovation and Economic Diversification, providing a stable platform and policy support for international talent, companies, and high-value projects.
The new office, under the Ministry of Presidency, Economy, Labour and Housing, will serve as a national innovation hub responsible for talent attraction, project implementation, and the development of high-value industries. Through this long-term framework, Andorra is building an open, diverse, and international innovation ecosystem, welcoming professionals from France, Spain, and across Europe to work and develop their careers in the country.
According to the national plan, innovation investment will steadily increase between 2026 and 2036, with the objective of reaching 7–8% of the government budget. Priority sectors include research and technology, digital economy, sustainable industries, and advanced services, progressively shaping Andorra into a globally competitive R&D cluster.
The Office will manage national innovation funding and coordinate public-private collaboration to ensure efficient project delivery and resource allocation. A dedicated Project Advisory Board will provide expert evaluation and strategic guidance to companies and innovation teams, supporting the successful establishment and growth of projects in Andorra.

Andorre accélère son ambition de devenir un pôle d’innovation et d’emploi
5 millions d’euros d’investissement en innovation ouverts aux talents internationaux
Le Gouvernement d’Andorre déploie activement sa stratégie nationale d’innovation et de diversification économique afin de positionner le pays comme l’une des destinations d’innovation et d’emploi les plus attractives de la région pyrénéenne. Cette année, 5 millions d’euros sont consacrés à l’innovation et l’Office pour l’Innovation et la Diversification Économique a été créé afin d’offrir une plateforme stable et un soutien public aux talents internationaux, aux entreprises et aux projets à forte valeur ajoutée.
Rattaché au ministère de la Présidence, de l’Économie, du Travail et du Logement, ce nouvel organisme agira comme un hub national de l’innovation chargé de l’attraction des talents, de la mise en œuvre des projets et du développement des industries à haute valeur. À travers ce dispositif durable, l’Andorre construit un écosystème d’innovation ouvert, diversifié et international, accueillant les professionnels de France, d’Espagne et de toute l’Europe souhaitant y travailler et y développer leur carrière.
Selon le plan national, l’investissement en innovation augmentera progressivement entre 2026 et 2036 pour atteindre 7 à 8 % du budget de l’État. Les secteurs prioritaires incluent la recherche et la technologie, l’économie numérique, les industries durables et les services avancés, avec l’objectif de faire émerger en Andorre un cluster de R&D compétitif à l’échelle internationale.

Un Comité consultatif des projets apportera une évaluation experte et un accompagnement stratégique aux entreprises et équipes innovantes, facilitant l’implantation et la croissance des initiatives en Andorre.
