On the first anniversary of the Catalan language law’s implementation, the Government has given a positive assessment, despite complaints from associations like the Centre de Cultura Catalana and Cultura Activa. The Minister of Culture, Mònica Bonell, stated that the law’s approval has boosted the use of Catalan on the streets and in public administrations, and that registrations at Catalan language centers have also increased. She downplayed the linguistic emergency, asserting that significant efforts have been made to firmly establish Catalan in the country.

The Catalan language law has already led to the opening of 23 cases against various establishments, of which 18 were sanctioned for failing to comply with Catalan language requirements. Nine shops were penalized for not labeling their premises in Catalan, and another nine restaurants for not having menus or not attending customers in Catalan. The remaining cases involve other sectors. Among these 23 cases, two have been archived, five were dismissed because the companies corrected the issue, and one hotel establishment has been fined and has one month to pay or appeal in court.

Throughout the year, the Department of Language Policy launched an internal campaign targeting the general administration and justice departments, in collaboration with the Department of Public Service and Human Resources. Using slogans such as "Catalan is the language of the Administration," "Among colleagues too!" and "Always attend users in Catalan," the campaign aimed to strengthen knowledge and enforcement of language use regulations among public employees. The law requires public administration and justice staff to use Catalan when interacting with the public, unless the interlocutor explicitly requests another language due to comprehension issues. Bonell emphasized: "With these actions, we aim to further promote the use of Catalan in public administration."
Au cours de l'année, le département de la politique linguistique a mené une campagne interne visant l'administration générale et celle de la justice, en collaboration avec le département de la fonction publique et des ressources humaines. The Department of Language Policy also collaborated with the Commerce and Tourism departments to establish inspection protocols, which are now fully operational. Their purpose is to ensure that establishments properly use Catalan and comply with regulations. Additionally, an informative leaflet summarizing the main provisions of the law is being finalized and will be distributed during inspections or when new businesses apply for licenses, in cooperation with municipal authorities, to encourage the use of Catalan and awareness of the rules among citizens.

The Minister of Culture emphasized that, although the association agreement negotiations with the EU do not require Catalan language proficiency for residency permits, the government has the freedom to apply such measures. She noted that many countries require a basic level of their primary language to obtain residency. Moreover, the administration already requires citizens applying for public service positions to demonstrate a minimum accredited level of Catalan, which she considers a good measure to protect the country's first official language.

Bonell also announced that the first meeting of the Language and Training Coordination Board will be held in May, and that the inaugural meeting of the National Language Council will take place in early June. These bodies will define the functions and short-term objectives of each institution to continue developing decrees aimed at protecting the Catalan language.
